David is a partner at Quarles & Brady, LLC where he practices state and local tax, He is also a Research Professor of Public Policy at The George Washington University where he teaches state and local tax law and a variety of state government courses. He writes and speaks extensively on state and local tax policy and practice issues. David is a member of the Pennsylvania Bar. He holds a law degree from the University of Pittsburgh and a graduate degree from GWU.
