Connecticut HB 6652, the budget adjustment bill, was introduced as an emergency measure on June 5th and passed on June 6th. The bill is awaiting the governor’s signature, which is expected shortly.
The bill changes key provisions of the affiliate nexus bill recently passed:
- Applies to affiliates “located in” Connecticut, not just “a resident of” Connecticut;
- Removes the rebuttable presumption language;
- Is retroactive to sales occurring on or after May 4, 2011 rather than the original effective date of July 1, 2011
