The Virginia Senate passed SB 1311, which will authorize localities that maintain their own roads to impose a meals tax, without voter approval. Currently Henrico County is the only locality maintaining its own roads, which does not have this authority. The voters of Henrico County turned down a meals tax referendum in 2005, by a close margin of only 151 votes. The bill was modified late to also give Chesterfield County the same authority to impose a local meals tax. Many of the localities in Virginia already have this authority, but legislators fear the bill will not be passed by the House, where it has been sent most recently.
