Texas Governor Rick Perry vetoed Senate Bill 1606, which would have granted taxing authorities the power to automatically attach an annual lien to all business personal property that any given business owns in Texas, including property outside that taxing authority’s jurisdiction. The current law allows appraisers to penalize taxpayers who move property around the state to try to avoid taxation, but the current law also protects taxpayers from excessively zealous taxing authorities. The governor’s stance was that, by allowing authorities to place an automatic lien on property outside their jurisdiction, this bill could give tax authorities opportunity to abuse their power over taxpayers and smaller taxing units.
