Sen. Daylin Leach introduced a bill into the Pennsylvania Legislature which would impose a 2 cent tax on plastic bags. The tax would only apply in stores with annual sales of more that $1 million and some of the revenue generated would be used to fund store recycling efforts.
The Senator hopes that the passing of this bill would encourage shoppers to be more environmentally friendly and bring their own reusable bags to shop, instead of using plastic bags. He cited the success of the 5 cent tax on plastic bags in Washington DC, which has cut bag use in half as of last year.
Opponents of the bill would rather see increased recycling programs rather than a tax.
